Outcome independence, actions not words, and the rule of 2/3.

First off, you need to not worry about it if she doesn't text you back right away. You're not in any type of relationship yet, and you've only been texting her for 2 weeks.

Pay attention to what she does, not what she says. Acta non verba. She can act like she's totally into you when you guys are chatting it up, but her actions tell you that she has other things going on that are higher up her priority list than you are. Maybe she has a BF, maybe she's super busy, maybe you're a distraction for when she's bored. You don't know. The big truism is that if she wants to chat with you, she will make time to chat with you.

When you do text her back, try to stick to the 2/3 rule. Show about 2/3 the interest, text about 2/3 as much, etc. as she shows in you. Keep things light and funny and interesting, don't go into too much detail about yourself in text. Be a bit of a mystery. You want her to wonder about things. Assuming she's local, make plans to meet up. (if she's long distance, just stop now.) Texting is for logistics. When she asks you about something, or brings up a subject, go with something like, "Let's get together on Wednesday and talk about that over a drink." or whatever fits your situation/personality/age.

If she doesn't want to meet up, I'd say soft next and go find the next one.

As soon as you got her number you should have set up a meet. Text communication doesn't work. Now you have first hand experience. Texting is only good for making plans

Yeah, set a cutoff time at which time you make other plans. Even if she gets back after that you still do your plans.
