The only extrapolation that makes sense is "the rate of change for college-educated is less than the rate of change for less educated"

If college-educated people are going from 0.9 kids to 0.8, and the less-educated going from 7 kids to 5, the above quote is correct, albeit misleading.

No. Fertility rates means people who actually give birth to a child.

Yes, you said the same thing as I did.

They are counting fertility as the number of people giving birth, while making no distinction between those who choose not to have children and those who cannot have children.

This definition just feels off to me is all. I wish they had explained it better in the article.

Choosing not to have children is, biologically, identical to being infertile.

If you're referring to those with only a Bachelors, then sure, I could see rates falling a bit more slowly, but as you go up in education, the age at which people have children is higher and higher, assuming they can even have children.

Does that not mean rates are declining quite a bit?

Its because the important correlation is between income and fertility, not education, though education is related to income. There is a negative correlation between being childlessness and income in men (low income = no kids, high income = at least 1 kid), while in women there is a strong positive correlation between childlessness and income (high income=no kids).

Having an education does not translate into high income, especially today.

Maybe it's a comment on how more educated people tend to be wealthier and thus in better overall health than uneducated people of equivalent age? I don't know if that's true, but it seems reasonable given that fertility is linked to health. But yeah, I agree, citation needed.
