You could ask on the spot for a date. They give you their number and you can be like:

"you got 5 minutes? There is a coffee bar nearby"

If they say no you can still be like

"Come on its just 5 minutes." (smile)

If they still insist in no

"Hmm okay then let's make a plan for the weekends."

If she is still being flakey then you look for the next one.

you're not building enough attraction with these girls when you first meet them. And many of them have low interest even though they are giving you their phone number.

I used to be that if a girl gave you her phone number she had very strong interest. But those days are long gone. think a little bit more about the interaction when you actually got the number and how strong of a connection it actually was.

when the connection is strong there is zero chance that the girl is going to be flaky. Texting is not something that usually seals or breaks the deal. Unless it's abnormally bad then it can mess things up.

focus on only getting a girl's number if she really really seemed interested and you guys had a very strong connection. try leaving an interaction without getting her number and see if it seems like she wants to give it to you or get yours. she will give subtle hints if you pay attention, that she wants to exchange numbers for future interaction. If she seems perfectly fine he conversation ending without exchanging numbers you know she just really isn't that interested. Focus more on her body language as well. Does she play with her hair does she maintain strong eye contact. Does she move away if you move closer to her? All these things can help determine interest beyond merely with a girl is saying. often time girls will be polite and give you the number just because they don't want to get you upset.
