We used to do this, arranged marriages from little, and married from 15 years old. It was a fact of society - education was mostly unnecessary because we didn't have physics and mathematics running our lives.
However, mandating marriage in our (more) enlightened period where personal freedom is now enshrined in law proves (a) a lack of education (b) a lack of thought and (c) at worst, a mental issue.
