I've been doing a fair bit of travel recently, all within the US, and I'm considering relocating from a harsh four-season state to somewhere with milder winters. As a tech worker, career opportunity followed by lifestyle are the most important factors. All of my hobbies and interests are either related to the Great Outdoors or cultural activities such as museums and live music. In addition to the above, I enjoy a bit of marijuana every now and then.

Over the past few months, I've traveled to Humboldt County, Seattle, and San Francisco. All of these places had the same issues, presumably as a consequence of their policies. There are tons of crazy homeless people in public spaces with visible mental health and addiction issues. Now, I would never have kids, but none of these places are somewhere where I would feel comfortable bringing the family to visit. When there are gutter punks with pitbulls loudly shouting in parks, tents in parking lots, and junkies shooting up in the street it doesn't make a person feel good about a place.

Does anyone know if there any places in the U.S. where marijuana is legal and it ISN'T filled with homeless junkies? I'm all for personal liberty but I don't want to see people sleeping on the ground outside of a building I'm paying 2k+ to rent in.
