It's makes no sense. A sperm, like an ovum, or a hair, or a piece of fingernail is a component of human life. A zygote, embryo, or fetus, is an individual human life at its earliest stage of development. No one is trying to punish women for having periods or even natural miscarriages. It's elective abortion the issue is with. A man can rely on 'wet dreams' to release semen and sperm causing replenishment, or he can masturbate. A woman can allow her natural cycle to run, or take hormones to regulate her periods. I really don't think they've thought this through, it's just a snap emotional reaction to feeling attacked. These things are not the same.
