It's impossible to regulate the entire internet because individual websites are owned by different people or organizations or hosted in different countries with different laws and regulations, you can't force everyone to follow US laws.

What can be done is censorship, search engines can be forced to not index certain websites that are considered to be 'hate speech' or certain domains and IP addresses can be blocked at a domestic level, China is very good at this.

Although China was smart enough to build a firewall as the internet was just taking its first steps in the 90s, also the entire infrastructure in China goes through the firewall, all internet connections in and out of the country also go through it.

Basically there is only one road for the internet in and out of China but there are many in and out of most other countries. The sheer cost of changing that and remapping the entire now mature internet infrastructure in the US to make it like China's would cost hundreds of billions.

But even China with an estimated 180.000 people whose full time job is to browse the internet and to report any sensitive content to the authorities for censorship, still doesn't manage to track everything, there are thousands of dissident websites or websites that are considered inappropriate by the Chinese government that get through the nets of censorship and can be freely accessed from within China.

The internet is so vast with an estimated 8 billion websites as of now that it's just impossible to gain full control over it for any person or organization. And the global economy is so integrated with the internet that shutting it down would probably cause the largest economic meltdown throughout history.

I think Zuck knows that very well and is just doing PR, trying to buy himself a better reputation following the data leaks scandal and the NZ shooting being broadcasted live on Facebook, something that also cannot ever be controlled unless you shut down the livestreaming function altogether.

They've been trying to create centralized international control over the internet for a while. It could happen, but reaching international agreements in general is very difficult. That would especially be the case with "hate speech" because countries like the U.S. have already ruled in the supreme court that hate speech is protected by the first amendment. Other countries like France don't give free speech protections to "hate speech". If they do somehow reach international agreement though, I'll see you guys on the dark web.
