Store layouts are based on long standing research and statistics, so there may actually be factual reasoning behind it. Two things though:

Cats are awesome little shits. Mine eats mice and birds and comes and goes as he pleases. He's not locked up and doesn't want toys. He's free. And mostly chooses to sleep around the house.
If the wine section is so small that it represents only a quarter of a section, that store ain't for me. I love browsing wines and have a small collection with special furniture at home. It's a hobby. Gotta collect something, so I collect booze.
