Breasts are certainly secondary sexual characteristics, they've developed as a result of human's walking upright, as when our genetic ancestors became bi-pedals, we no longer had a direct view of female buttocks, so female breasts developed via evolutionary selection too grab the attention of males. Sorry this is literally as close to conclusive as possible in the field of evolutionary biology.

It's not about sexual organs. Men have a biological instinct to be aroused by certain parts of the female anatomy. It's a fight to control it once the male has seen it. The more that is seen or implied, the more the arousal will be instintucally triggered and happen more likely. Women know this instinctually. They use it to their advantage to get recognized. I don't know if it's a bad thing or a good thing. It's just how it is -as of yet. Triggers can become desensitized. You can set an alarm for 5 in the morning. The alarm is your trigger to wake up. It may not wake you up, but the more obnoxious it is, the greater the chance is. If you sleep through it multiple times by constant engagement carrying no reward or punishment for waking, then you may desensitize yourself to the trigger of the alarm and sleep in. This effectively disempowers the trigger. This same concept is probably what is happening today with specific human female anatomy as the triggers. Men may be becoming more and more desensitized to seeing it, thus disempowering the same trigger that women use, causing the women to become more obnoxious with the triggers. On the other hand, porn may be training some men to take pleasure at triggering that is associated with lack of consent, etc., effectively causing them to seek out more obnoxious triggers because of the subsequent desensitization with more frequent engagement with porn.
