Basically, the government just wants serial killers, junkies and other trash that don't give a shit paying these women for sex. The guys that will fuck them and then beat the shit out of them without paying. Prostitutes could build a safe client base without the government getting in the way.

I'd use a prostitute if there was no risk of being arrested and my face being put in the paper. Wham bam, thank you mam here is your money have a good night. Men already pay for sex anyways on dates. There is no difference except prostitutes are better at sex, socializing and leaving when asked.

Most women do willingly become prostitutes, just as plenty of women willingly do porn. There's excellent money to be made in the sex industry, and the requirements to be in it are pretty fucking slim.

Go ask any of the ladies why they are working at the Bunny Ranch and they will tell you straight up. "It's an easy job, and I make a hell of alot of money." The only time you run into pimps and the nasty side of the trade is when it's in states that go underground because the services are illegal.
