You have two routes here.

go to a planned parenthood and get it done for free. the sad part of this is many planned parenthoods where i used to live wouldn't accept testing on men, only women. but they may be free.
1. go to this website: https://samedaystdtesting.com/ fork out about $200 and schedule something. they work with clinics where you walk in, you don't give them your name (they have zero clue what the tests are really for), you withdraw blood (if you choose the hiv test) and you do a urine sample (make sure you do this in the am, and you do not pee before going in).

the blood test won't show anything too short notice like that. however, you should follow up with another blood test within 4-6 months.

in regards to your previous routes.

cold water isn't going to kill any germs or bacteria. usually hot water will do that. but that isn't going to be a sure fire way to kill anything in regards to that.
inspect your junk multiple times over the next couple of days for any signs of tears or breaks in the skin.
do not fret. get that std test done, and move on. while you can catch something via a bj, it isn't as high of a risk as penis in vagina or anal sex.
"if she tells you that you do not have to wear a condom, you should wear a condom". recite this, again and again in your head. sometimes those who have something (herpes) figure "well i can't get it twice, so screw having condoms". Just keep this in your head. Always put a condom on... fucking always.
