IMO its pretty shitty to take someone out to a nice restaurant if you aren't going to pay for it. If someone invited me out to a nice restaurant, even as a male I expect them to front the bill, or at least mention it beforehand

I see she wants him to put more effort but I failed to see her putting any effort.

Oh, and putting make up or dressing well doesn't count. Guys also look after their grooming, hairstyle, cloths, etc for a date. Just differently than the opposite sex. So I still fail to see effort.
