It's basically only asking women this question.

Researchers showed 170 women and 29 men various photos of females at a desk and asked for ratings in terms of competence and leadership

In fact it's not clear that the few men agreed at all, though I guess they will be "blamed" for the result.

Females were seen as more forceful after loosening a few top buttons, especially among other women

Perceived based on an evaluation that offered pictures and nothing else? Both my best boss and worst boss have been male. My female bosses have been above average except for two, which fell way below average and both of whom flaunted their cleavage.

I have had three women bosses in my life. Aside from wives. One was a stupid, overbearing, idiot boss. The other two dressed appropriately for their positions but as far as I can recall never emphasized nor exposed their cleavage. They were just smart bosses who knew how to motivate, how to correct, and had the backs of everyone they supervised. They also understood, having been there, how to do the jobs of those they supervised. That's a very BIG plus IMHO.

Works the opposite way for me. I view the amount of flesh on display as being inversely proportional to the level of professionalism.
