Don't be afraid to wear black to a wedding. Lots of gals are doing that.

There are some wintery formal dresses like this that come with sleeves, but it's not like they are going to keep you any more warm than a typical sleeveless cocktail dress since they are so thin :/

I would wear any nice dress you have or something like the one above and pair it with tights, heels, and a nice coat to keep warm. Unless the bride and groom are dumbasses you probably won't have to stand around outside much, so you would only have to be cold for the time it takes to walk from the car to inside. I'm assuming the venue it's at keeps its parking lot and walkways pretty well salted and sanded so walking in heels for a little bit should be doable. You could nicely ask your date to drop you as close to the door as possible so you only have to go a couple steps. If you don't think you can do it, wear a pair of boots/normal shoes and carry your heels and then leave the boots at a coat check with your coat and wear the heels once you're inside. You could call ahead to the venue or drop by and see what they recommend.
