Why not just say support for poor families? Or is the implication that they will support single women, but not single men (although single women outearn them?). Or that they will provide meals also for rich families?

Support the vulnerable, for heavens sake. If that in some ways means supporting more women than men, so be it. But not because of their gender, but because of their situation.
