And a non government entity that's taken $52 million in government funds per year refuses to hand over documentation of how the cash was spent and the response is... maybe we won't renew our contract with them.

*facepalm* Why would they comply then?

But Bean said he was sure the coalition would eventually comply: “We entrust DCF to manage our partners and manage our contracts.”

Governments need to do this stuff in house. If a civil servant refuses to hand over documents to their superior, the government can just fire them for insubordination and get someone else. You can't do that when you sub-contract everything to the head of a non-profit.
