I think first you should learn about starting a non profit group, which will take time. After that you do a kick starter or look into grants offered from the government for funding. This applies to USA, not sure if it would be the same for other places.

Hold a golf tournament. Hands down the best way to raise money from men is to get them drunk and show them a good time. Just do fun shit. Doesn't need to be a 'beg for money' situation.

What level of funds do you have right now? Are we talking crowdsourcing or holding a banquet here?

Contact agencies like the Salvation Army, St Vincent De Paul and talk to someone at city hall in your city. Bigger cities have government funded homeless shelters for men, women, and youth.

Talk to area motels too and find out if they would be agreeable to help with rooms for towns without shelters.

Fundraise like mad and look out for government grant opportunities. Also, do some research to crunch the numbers before you make any proposals asking for allocating funds.

I think you should try a go fund me or kickstarter etc and ask for donations locally but like the other comment said you might want to keep it on the down low so people against you won’t protest
