This is the men's page of the Domestic Violence Resource Centre Victoria, an Australian organization for helping victims of domestic violence.
Imagine you are a man in an abusive relationship- the victim- in Victoria. You go online to see what you can find, and you come across this page. You click it, hoping to find something that helps you. This is the first line you see:
Research shows that men are most often the perpetrators of domestic violence.
Right away, a tone is being set that you are the one to blame, and you are shamed for trying to find support as a victim.

For men who are using violence
That's the first thing on the page for men- for men who are using violence. A reminder of what the assumption is, and how you will be seen.
Keep in mind, in the latest edition of the Victoria Judicial College bench book, would be judges read that most male victims are actually perpetrators, and if they are injured, it should be assumed that it is probably their fault:
many men claim injuries (such as scratch or bite marks) inflicted on them by their partner in self-defence as evidence of their victimisation – self-defence actions can also be presented as ‘tit-for-tat fighting’, perhaps by saying that ‘she gives as good as she gets’.
many men try to avoid responsibility by seeking to justify the violence (directly or indirectly) or to blame their partner - perhaps for ‘provoking’ an attack or for ‘giving him no way out’;
Men who are the principle users of family violence often try to present as a victim or the victim of violence. Sometimes they succeed in convincing themselves, police and others. This is because

What would that man think? Would he feel like he'd be treated fairly and seriously?
When it comes to gender stereotypes and 'toxic masculinity', is that site helping to dismantle them, or perpetuate it? By insinuating that men are usually only perpetrators and rarely victims, isn't that perpetuating the gender stereotype and toxic masculinity that men can't be victims?
