Is the Duluth's power and control wheel the origin of having power being the integral part of everything?

I see it in posts about racism, sexism and rape etc that it does not apply in that particular case since the "victim" is part of an oppressive power group. Cant be racist against whites, sexist against men or rape men.

So is that something the Duluth model picked up from somewhere or were they they first?
