Successful propaganda leverages the prejudices and inclinations of the populace toward the result they want. Notice what the poster does not feel the need to articulate;

That men have to make themselves worthy of women and women are the ones who judge whether they are and both can and should control their behavior to push them toward "worth".
That women demanding their men join the army will increase the number of men who do so, an implicit acknowledgement of the power this dynamic affords women.
