All they need to do is start requiring corporations to pay workers enough to raise a family. Shortly after that women will almost completely drop out of the workforce and start having families.

Empowered women don't want a family, they want a career. And from what I've been reading, most Japanese women don't want a husband.

The decline of western society. Yet again the government has misinterpreted the reasons. The reason in all societies is men not pursuing women to have children with. Men have a really bad position in Japanese society. There is no way I would start a family if I was a Japanese male.
