Here's the problem. You can claim anything while not under oath and it doesn't mean a thing. It's only when you are under oath can your words be used against you.

The DA's office can't use her statement as an admission of guilt because she wasn't under oath and so must have hard evidence she actually committed the crime. If they don't have sufficient evidence, then it's not just a waste of time and resources, but makes a future chance of putting her away even harder because there will need to be a significant piece of evidence to even justify a second trial or it falls under double jeopardy.

The DA has its hands tied. They have an admission of guilt they can't use and insufficient evidence for a conviction.

Yeah but t should give investigators a lead to do a more thorough investigation and find the evidence they need. There must be something.
