That's from 2003. The news site exists, but the page does not - which isn't surprising, since websites may change radically over 14 years.
I'd say the article is unconfirmed, neither definitely fake nor definitely real.

I looked into it, actually. TownNews.com redirects automatically to "townnews365.com" which is not a news site.
It's also of interest to note that my search did not return any reference to "Union Elementary School" in Monmouth, Illinois. The closest is a "United North Elementary School".

I did a google search on a phrase in the story, and came up with the match linked above. I got this. Note that the original story post links to reviewatlas.com,, which still exists.

Teacher suspended after making student disrobe

A Union Elementary social studies teacher received a three day suspension after allegedly ordering a boy to strip in front of his classmates.
The incident, which took place last Wednesday at the Henderson County school, is being looked into by the school district's attorney Canna and Canna from the Chicago area.
According to information released by the 12-year-old-boy's parents the social studies class was discussing the Pharaohs when they ruled Egypt. The teacher, Lisa Lox, had asked her class would there be a need for laws if there were only one person left on earth. The students all responded with a 'no'. Then the teacher asked if there would be a need for laws if there were only two people on earth.
All but two students, said there would need to be laws. The two students who disagreed, included the 12-year-old and another student in the class who said they would split the earth evenly.
With that said the teacher then, to possibly help prove a point, asked the girl to give her his textbooks. He did. Then the teacher allegedly told him to take off his clothes. The sixth grader, whose name is not being published on the request of his mother, did including everything but his underwear.
Following, the boy became very upset and according to his mother "suffered an anxiety attack and passed out."
The family of the young boy is scheduled to meet with a counselor and attorneys this week. They noted they are unsure if the child will return back to Union School or not, but noted "they did not want him back in her (Lox's) classroom."
Union Elementary Principal Tony Ryan and Union Superintendent Dean Irlbeck were unavailable for comment.

Hon, you found a Google Groups page with a text document that matches the reposted article verbatim. The source of this article is what I am interested in.
So let's visit the Groups link at the top, "Review Atlas". We know the link is broken. So let's search for the story. A valid news article wouldn't be taken down from a website if it was a real story. Surely, if they changed the format of their site, they must have archived the articles.
Searching the keywords within ReviewAtlas turns up zero results. If the article was ever actually published by them, they destroyed the original. Let's try another Google search with different terms. "Monmouth" "Teacher" and "Undressed" should do, since there can't be that many psycho teachers in a small town outside Chicago.
Note: I had to add "2003" as a search term in the hopes of producing a relevant result.
Result: The closest result is a ReviewAtlas article about a Monmouth teacher in 2016 that propositioned a 14 year old boy and lost her job.

To be fair, I just checked the way back machine for the original news articles link (I think this is it anyway, otherwise I'm confused by the debate between the two of you), I came up with this wayback to 2004 which is an archived version of the review atlas website from 2004 (there are earlier ones, but I couldn't be bothered going back to the date of release after already choosing a date), im not sure if this supports or defeats its existence, but that article definitely existed on reviewatlas.
You missed a step from the original link, namely, checking 3rd party archiving services for the original source/links. This step falls between step 2 and 3

I didn't do too much digging, I just figured you missed a rather crucial step from your search, namely using 3rd party archiving, often times websites can lose data for a plethora of different reasons, some out of their control. I don't intend to say that it actually occurred, merely that the "original" article actually existed (if that's what it is).
The school may not have a website for all we know, if you give me 20 minutes, I will see what I can dig up.

I've never had to look for anything that old before. As for the article, it's not confirmed yet. I've been through Google trying various terms to pin down any reference to a "Union Elementary" in "Monmouth, IL". The town exists, but not the school. So unless it was demolished in the last 13 years...?

Check my other reply from before, like I said, give me a little while and i will get the school for you, the article states it was in henderson, in an elementary school, the below seems to be the correct place, I found it by searching for the superintendent (dean irlbeck) and then following from there i found the rest. Also don't worry about not finding the original, I'm just notifying you so that you know for the future, it can be a pain in the ass to search for old news articles, you think 13 years is bad, try going back 100 years which i had to do for an assignment, i asked on here and i had to use archaic stuff to find things (though i cannot remember what they are called at this point in time).

Okay heres what i got in about 25 minutes, I couldn't find the school directly, which was odd admittedly, so I had to do some roundabout kinda stuff to figure out what the school was, assuming the article is correct and it was an elementary school, and we assume that the locations are relatively accurate, in that they are in henderson, I think I have the school. http://illinois.schools-us.org/94975-union_elementary_school.htm

That seems unlikely as all the other information matches, first and formost the schools principal is a one "anthony ryan" and the article states "Union Elementary Principal Tony Ryan and Union Superintendent Dean Irlbeck were unavailable for comment", its worth noting that tony is short for anthony. Not only this, but if you check here "http://illinois.schools-us.org/94981-union_school_district_supt.htm" and the other link i gave, all the data matches between super intendent (including the fact he is named in the article), i am fairly certain i have the right place.

I'm not arguing for or against the authenticity of the article. Just reporting what I found.
If it's fake then it should be labeled as fake. We don't need made up "facts" in our movement.

My reason for raising the issue is because this particular article is so easily questionable. It's not to say the subreddit is plagued with fakery, but not staying vigilant could lead to it. It's brutal; fake news is more believable than ever, and scam artists are getting better at it.
Real news is ridiculously easy to prove. If you can't find proof of it readily, the chances are high that it's a sham.
