Law student in the US here, I have never heard of a law that grants the right to know who your parents are. That's more of a societal morality argument than a legal argument.

Sure, a person should know who their parents are. But that isn't something the legal system monitors or can enforce. How do you suggest a future law be written then? As in, how do you enforce someone's right to know who their father is? Are you suggesting the hotel should be legally forced to provide this information? Think about all the confidentiality issues that would arise under that presumption.

Hypo: a child doesn't know their father but they know that Chase Bank has that information in their client database. You can't set a legal precedent where Chase has to hand over private and confidential client information just because the child claims they have a right to know their father. In this hypo, Chase's legal obligation to keep private information secure trumps the child's hypothetical right to know who their father is.

So sure, a law could be passed, but I don't see any practical way a law like that could be enforced.

Edit: This regards how it would work in the US, I have no idea about Germany. But I wouldn't support the notion you suggested because it grants one person a legal right while allowing another person's legal right to privacy to be violated as result.
