Your outrage is misplaced this time.

This was a youth home (sounds basically like an orphanage) for teenage girls. They're saying that 19 of the residents died. The 10 others weren't necessarily men (since it is a home for teen girls, I'm guessing very few of the other 10 were men). They were just people who worked at the home but weren't residents.
