I've seen it work but only if the girl is begging to get your dick. Otherwise she's moved on and probably forgot your name and erased your contact info on her phone

It's worth a try as long as it doesn't seem like you are bored and desperate with her last on your list of call-backs.

The other ploy would be to call and say hi but don't ask her out, rather re-prime the pump to call her again a few days later to set up a date then.

Text her, start with a little bit of banter or bringing up something you talked about when dating. 3 weeks is nothing, people get busy, travel, etc.
