Can anyone explain the legal basis for not charging her with a felony? From what I understand she broke more than one law, the worst being killing a protected animal. Fish and Game, of all people, should have zero tolerance of this shit.
I know the FBI considers animal cruelty a felony, could this be something they have to look in to if it was reported directly to them?
