There is an urgent need for new policy approaches. We should demand rigorous enforcement of the standards mandated by the 2003 Prison Rape Elimination Act in order to significantly reduce sexual assaults and coercive sexual practices inside our prisons. We also need to insist that condoms be distributed inside all prisons, and that incarcerated individuals have access to H.I.V. testing and treatment before and after their release. Finally, we must continue to work to eliminate racial profiling in our criminal justice system, and significantly reduce incarceration rates by revising laws and punishment practices that unnecessarily send so many nonviolent lawbreakers to prison.

The writer's solution to reducing HIV/AIDS in black women is treating black men better in the justice/prison system. They also say it's wrong to blame closeted gay/bisexual black men for spreading HIV/AIDS. It sucks that they writer advocates better treatment of men simply because it benefits women, but there's no reason to deny the changes need to be made or that they could have a positive impact.

No, I think the headline is asking a valid question.

The overwhelmingly dominant risk factor for getting AIDS is homosexual contact, followed by re-using needles for illegal drug use. Transmission through heterosexual contact is quite rare by comparison.

The H.I.V. infection rate among black women is 20 times higher than for white women

So, if black women are contracting AIDS more frequently than white women that is actually a very scientifically interesting puzzle.

When are all these politically "correct" idiots going to acknowledge the fact that black women are far too often negligent when it comes to having sex without protection. All the evidence points to exactly that conclusion. No white man forces black women to have sex without a condom (except in white-on-black rape cases, which are so rare they almost don't happen), so don't give me the oppression narrative.
