Basic economics is part of it, but there's also the fact that, as plaintiff in what amounts to a civil matter, you're not entitled to an attorney. But apparently they don't teach the law in those classes, either.

I can see the lawsuit now... "Jane Roe brought a complaint for what is, on its face, an injunction entirely within the jurisdiction of the civil court. The court awarded her the assistance of a lawyer. Whether that was proper or not is not at issue. What is at issue is the fact that it was done, and is currently being done for similarly situated plaintiffs. As a result, I am entitled to the assistance of a lawyer, at the expense of the State, for any harebrained lawsuit I choose to file. Equal protection under the law demands that I be given the same rights as Ms. Roe was given."

IANAL, of course, so the above is a very TL;dr version, but I can absolutely see it happening. Maybe even successfully.
