Is there an assumption that girls under the age of 14 can't have sex? Its disgusting that gender specific wordings exist in the law in the first place.

I'm not really sure what it's trying to say... That 14 year old boys can be rapists? What about 14 year old girls? Why does one have more agency than the other?

The only reason that this was passed was so that boys under 14 could be prosecuted for rape. Prior to 1993 a defence in law was that a boy under 14 could not have sexual intercourse because he was below the age of puberty and therefore could not get an erection. Obviously it was wrong to have a law that stated boys under 14 could not be prosecuted for rape.
