Small groups or meetups are still allowed, depending on where you live. Even just seeing one or two people is helpful.
Pandemic or not, potential dates are not going to just randomly show up at your doorstep. Unless you're in the Sims or if you hired a prostitute. You have to go out there and meet people in person.

Before the pandemic i had goals, money and a job. Now its all scattered. Im worse than I was before and I didnt like where I was then.
How am I suppose to get the courage to ask a woman out if all the good traits I had faded away since March?

Your job, goals, and money are more important than dating right now. Social life is still very important.
If you think your only good traits are based on your job and money and ambitions... that's really sad. Are you a good son or sibling? Are you helpful and loyal to people? Are you hardworking? Do you have talents? Those would be good traits too.

What you should do is become a competent, useful, compassionate, fully realized human being. Become those things not so people will reward you with sex and attention but because those qualities are good for you, good for your community, and good for mankind. Get a higher goal than dates and sex.

The ability to get dates is one of those things where there are things you can control, and then there's a whole lot of chance. It's important, once you start dating, that when things don't work out you reflect on if it was chance or if it was something with you that caused it to not work out. Unless you are giving off massive red flags, most of the time it will be chance: you just didn't click with each other etc. Nothing you can do about that, sometimes you just won't be what someone is looking for or they won't be what you're looking for. That's ok, pick yourself up, move on.
As for actually getting dates... I mean, go look for dates. Go out and meet people socially OR (given the current global thing) look at dating apps. Tinder is usually considered to be a bit trash but I have friends who like it. Dating apps don't have to be for hook ups, but make sure you communicate with the people you talk to about what it is you and they are looking for.
I think Bumble is quite good for bisexuality, but I can't quite remember.
Talk to people first, see if you like talking to each other. Meet each other, see if things still feel good. From there it's not really possible to give advice that isn't super cookie cutter, because it depends on you and them and your specific relationship, so right now any advice would be vague at best.

Well I can recommend you the book models by Mark Manson if you haven’t read it, it’s a great book on how to self improve yourself and dating without all the fake stuff

Learn to set boundaries, on your own terms. Define things you don’t and won’t accept in a relationship. I think this should be one of the first steps, beside actively dating. You are valuable, your emotional well being matters, and you’re legitimate in enforcing it. So, boundaries. If you don’t feel confortable around someone, you can leave. If someone hurts you, you can leave. If someone doesn’t reciprocate your attention and care, you can leave.
