Stop giving control to the guy. It's up to you to decide this. You go out with a guy on an X amount of dates, you interact with him on the phone, and then you evaluate. Do you want to keep him as your boyfriend, or not? If not, get rid of him. If you do want to keep him but he hasn't made any move to go exclusive and call you "my girlfriend" you need to re-evaluate, if you arrived at the boyfriend-girlfriend stage, and he's still trying to dick around in the 'let's not label things' stage, get rid of him.

My boyfriend asked me almost 4 months after our first date. To me it was a well executed courting phase. He respected my wishes and my “no”-s as well as my “yes”-es. Thinking back it only brings me good memories - it was a lovely time getting to know him and deciding my lovely bubble would be better with him in it.
