The idea and intent of this isn't so bad.There are people that are so poor that they have to choose between starving and personal hygiene. If half of the population needs this, I don't really have a problem with spreading that cost out over the entire population. Problem is in the practical execution and how easy this can be abused.

If you had a unlimited supply of free maxipads, you'd start using them for everything: Clean your stove? Maxipad. Clean spilled drinks? Let the maxipad soak it up. Clean the floor? Just tie some maxipads to a broom. I'll bet I can think of hundred ways to use them except for what they are meant for. Let's just wait and see how long it takes before they figure out you can't just make something free and expect people to not abuse it.
