Biden is already being sued for a similar aid package to farmers which also excludes white people. I imagine it won't be long for more lawsuits, since the federal legislation makes discrimination illegal:

There was a lawsuit and settlement called the Pigford Farms case that was against the USDA for doing exactly this - discriminating against farmers based on their race. Because of the case, multiple billions of dollars were dolled out in settlements to nearly anyone who could claim they tried to be a farmer in 1987 or earlier. It turned into a giant scam, as you can imagine. Obama even added money to the settlement to continue the scam.

I can't see the government actually doing something like this, because it will inevitably end up the same way. This is red meat for the BLM nutcases.
