To be fair, I can recall a number of guys who were (somewhat weirdly) more or less the same way back in high school years...

Sort of goofily "modest" about being seen in their underwear (even in a locker room, and back when stripping all the way down to shower was a mandatory part of gym class), and yet the very same guys seemed to have no problem walking around in a pair of Speedo's poolside (back in the day when those were the "style" -- long before "board shorts" took over).

Always struck me as more than a bit absurd.

It comes down to the weird private vs public thing, but another part is that underwear is often thin or sheer and so nipples/pubs/labia can be more easily seen through them. Or they are cut more risky, such as a thong a woman wouldn't wear on the beach. Lastly, half of a woman's panties have blood or other stains on the crotch that often can be viewed from the outside of the underwear.
