I don't know about enemy, but I do know how military operations work in these situations.
Let's look at American foreign policy, and it doesn't really matter who is in the white house or what political party.

Now let's look at the Iran thing that's going on.

Once again, what was communicated is, "if we suspect you might even be thinking about fucking with us, we're not going to go protect our people, we're going to outright assassinate with extreme prejudice, someone high up in your military and political command structure, everyone standing around him or her, and not just some random guy in a helicopter.
