HR is there to protect the interests of the company, not you, and they get paid well to do exactly that. The HR director is normally a partner or or officer, almost never an employee.

Because they're the department that determines salaries, they probably set their own or at the very least have access to everyone else's salary figures, making it really easy to negotiate their own

Calm down, Michael Scott. At least in my company, HR does Job Postings; but also handles insurance, salaries, injury, PTO, information distribution, scheduling, drug testing, among other things. And in larger companies, that can be a lot of shit.

You have to put them somewhere they won't break much. And they, like CEOs, set salaries. So while the price of everything else goes down, hr and CEO salaries go up.

Seems weird to me. It's entry level in a lot of companies, is outsourced in smaller companies and is usually the first department downsized, from what I've seen.

What value do they bring that is worth so much?

Liability protection/defense in "discrimination" lawsuits (and/or government/bureaucratic bullshit)

First of all the very fact that such worthless, unskilled, ignorant women (even better if they have additional "bonus point" minority attributes, like being Black, Hispanic, and/or Lesbian, and more recently Muslim*) are working AT the company, possibly in "management" positions, and thus being paid such significant salaries & benefits, etc serves as significant "proof" in and of itself that the company doesn't discriminate (well, except against cis-gendered hetero white bio-males, but that's OK because it's not officially "discrimination" to treat them like shit.)

And then of course MORE specifically they are the "pitbulls" that the company deploys/unleashes in any such discrimination lawsuit or negotiation of a settlement/dismissal, and likewise interaction with bureaucrats (any and all of which are sort of like "Victim Olympics" but cross-bred with a really nasty alley-cat-fight and a Limbo dance-off {i.e. how LOW can you go}).

Did I mention they're good at a screeching croak? ("REEEEEEE...")

* The "ideal" HR manager** (a VP -- Vice President -- of course) would be a half Black, half Hispanic, half Asian, half Jewish, Atheistic Muslim Quasi-Lesbian Bisexual Gender-Fluid Queered-Bull-Dyke with tatts, piercings & other body mods, oh and purple hair with a half-shaved head ... but also wearing a hijab. (And if you think that last bit "makes no sense", well now you're beginning to get the idea behind the whole thing.)

** \S -- or at least I think so... not really sure -- hard to say these days.

EDIT: The serious side of the above is to realize that HR is all about "covering the corporate ASS" -- to be sure the HR personnel (esp. the more strident SJW types) probably have other "agenda" as well -- but, and this is where the "high salary" comes in, their chief loyalty will be to continue that, which means doing what the COMPANY (and more specifically what the person/people who sign their paycheck, hand out bonuses & perks) want: CYA.

I find HR people abhorrent. But it's probably because they are insurance for the company and have access to a lot of secrets. I think of them like the bishop in a chess game--powerful piece, but can't ever get any better and easy to sacrifice if necessary.
