Setting aside the brain damage caused by the excruciatingly traumatic levels of pain inflicted when cutting off parts of a newborn's genitals without any kind of anesthetic, you may try the somewhat less horrifyingly depressing analogy of a child who was born deaf due to a cochlear defect.
Without the normal flow of sensory data, the parts of the infant's brain that would be devoted to processing sound end up being repurposed to doing other things.
If you give the child artificial cochlear implants before this rewiring is too far along, they will be able to hear. Due to technological advances, they may even be able to hear with zero detectable disability.
If you wait too long, though, even the best future cochlear implant with better-than-human detection and discernment will not give them superhuman hearing. It's feeding sound sensory data into neurons that now do something else.
For patients that were not profoundly deaf or who were given implants somewhere after the period where normal function could have been restored, the stimulation of these rewired neurons is frequently described as "painful noise" or simply "pain" if they are unfamiliar with the concept of noise.
So, back to the original topic. You've amputated the majority of erogenous sensory tissue from children's genitals for ritualistic or fashionable reason.
The children's brains are going to try to process whatever limited sensory data they receive from their genital remnants.
A decade and some change later, they will go through puberty. This is kind of like installing a cochlear implant in a deaf person way way past an age where medical ethics would allow it. Their experience of what should be sexual pleasure is just... "painful noise". And it can never be anything else.
They might learn to enjoy what's left to them, in much the same way people can acquire a taste for capsaicin or natto or marmite or pineapple on pizza (yeah, I went there). They may have a propensity to develop paraphilia or fetishes due to their brain rewiring. They may acclimate to simply ignore the stimulation on a conscious level and misinterpret the body's reflexive responses as orgasm.
