You can't argue with that picture. I hardly think that those men are "decent", but that act happened in broad daylight, with hundreds of other men and women looking and someone with enough wherewithal to take a picture. Someone might say, 'well if some guy stepped in he could have died'. But that's part of the problem.

To the guys the message is I can't step in I might lose my life. To the women, holy shit this might happen to me.
