It says that your mother screwed up and didn't properly resolve who the biological father was. It says nothing about kids being unloved, but it says a lot about mothers being dishonest or unfaithful.

While I doubt we will ever see mandatory paternity testing across the board, I don't see why it isn't SOP in divorce cases if there's going to be a child support order. If it were just standard, then it wouldn't necessarily be an accusation of infidelity which might cause more enmity between two people who will already have to struggle to find a way to parent their kids together. It's not like they're that expensive and it would save quite a few guys from a debt they don't deserve. Best estimate I've read is at least 1-3% of guys aren't the father of the child they believe is theirs. I would imagine that's higher in failed marriages, too. Of course, the state has a vested interest in having someone on the hook for child support, even if it's not the right person, since otherwise we end up with more families on assistance.

I hope that the repayment has the option for some sort of 'ability to pay' repayment scale. Even though it's a double standard, if they make the mother cough up $$$ the way some fathers have to cough up for child support, it's money right out of the kids mouth. Maybe the child support system there isn't as draconian as it is in the us.
