Yeah there's no such thing as an "independent" third party investigator when the employer is paying them.

In my case they actually met with the "independent" investigator specifically to discuss the contents of the "independent" report prior to its submission. We know this because we phoned the office of the person in charge of that farce and their secretary told us that's who they were with and why.

The "independent" report explicitly ignored the false accuser's hand-written (they had samples of her hand-writing too for comparison) confession to lying about everything because "it came into existence after the investigation began" and instead found me partially guilty on the basis of a confession it claims I made in a particular document but which I most certainly did not.

That's what you can expect from an "independent" third party investigator.
