If this actually leads to systematic paternity testing, I think it's worth it. Men are going to be treated as a revenue source regardless, this at least eliminates fraud.

On the one hand, I can see how this can be abused, and it really further emphasizes the importance for men to be very familiar with their sexual partners and to talk openly about birth control with them.

On the other hand, while the woman is carrying a child it's harder to work, and being able to afford adequate nutrition is more important. If this shifts some responsibility away from WIC, that'd be a good thing.
