I'm having doubts that more men than women have been informed on how to identify and report sexual harassment as well as access resources for it. Usually we're only taught on how to avoid perpetrating sexual harassment.

This mentions nothing about gender-based discrimination against men in hiring and promotions that is policy for all government jobs and for many other employees. In Canadain newspeak, this is called 'Employment Equty'.
