I had to google this to figure out what the hell was going on.

This letter was addressed to Ukranian students residing in Ukraine, which is currently in a war and is actively conscripting college aged students. Because of this, male students in Ukraine cannot legally leave the country, or at least need to file paperwork to obtain permission to leave the country.

This isn't some weird woke agenda BS. It was just a poorly worded letter that looks awful when taken out of context.

To be honest, in latter letters they did adjust the wording and changed it to sound like "Men can apply, but we would not be able to help them with obtaining documents necessary to leave the country".
