Somewhere in the middle of this page there's a study from India with 301 men and at the bottom there's one from the US with 80 men.

If you look at the standard deviation you will see that it's much lower for Indian men. For erect length it's 1.6 cm compared to 2.9 for the US and for girth it's 1 and 1.7.

And if you look at the maximum values you will see that the the longest Indian penis was 17cm long, but the longest from the US 19 cm. The thickest Indian penis had 13.5 cm girth but the US had 16.

The biggest cock among 301 Indian guys is not even in the top ten percentiles in the US. Although to be fair the smallest Indian penis was bigger than the smallest penis in the US sample.
