They were there to break the legs of all 3 of them, but since Jesus was already dead they left his legs unbroken and opted to stab him instead. Blood and water coming out is actually evidence of some pretty crazy bad things going on in the body (organs shutting down), and the soldiers who performed crucifixions would be executed if any of their subjects escaped, so would be in their best interest to be absolutely sure.

That's why the Romans got on board with it. Pilate was kind of like "why are you bothering me with this shit?" and gave in with the King of the Jews bit. His washing his hands of it implies he didn't really believe Jesus would lead an attempt at sedition.
The Jews were pissed at what they viewed as blasphemy, but, for reasons I forget, weren't willing to kill Jesus themselves (I don't think they were forbidden from holding executions, since stories mention attempted stonings). So they got the Romans to do it.
