I almost never get approached by guys, although I'm in an asian country so there's cultural differences at play. I don't go to clubs either. I've meet most of my boyfriends through social activities or through mutual friends.

Get hobbies that have a social element. For me, that includes ballroom dancing, gaming tournaments and various meetups (such as cooking or tech).

You can dress flatteringly while still being modest. If you want to appear more feminine, you should be wearing dresses and skirts. Some options include fit-and-flare dresses and skater dresses. You can specify midi length if you want something more modest. If you aren't already, you should also grow your hair out.

Finally, you can also try online dating. There'll be lots of guys on it if you're in a big city. I would avoid Tinder though.

A quality man will not see these things as a problem, and being a virgin is definitely not a bad thing.

Unless you're looking for a casual hook up, this is not the kind of place you want to meet guys anyway (assuming you mean night clubs). Think about what type of guy you want to attract and put yourself in those places!

Learn to do your makeup and accentuate your favourite features, do something different with your hair, etc. Looks are highly controllable, and if you're not ugly you're probably more attractive (or could be) than you realize.

You can wear clothes that flatter your shape without showing off a lot of skin. Just wear well fitting outfits that are feminine and that make you feel good about yourself. What you wear is important but how you feel in what you wear is just as important. Time is not running out that quickly. It's good you're aware of your age and its implications, but since you are paying attention, time is less of an issue.
Supplement your wardrobe. Don't dress trashy or anything, but find some nice jewelry pieces and scarves to make them more interesting.
Try. That's the thing women today don't realize. You have to actively try to date. Join a group at church or go to some Meet Up gatherings. Date online and make sure your friends know you want to be introduced to people. Go out on a hundred first dates. Odds are, one of those will be with a man worth your time.

I lost my virginity at 23 so I can relate. Don't despair! Latebloomers carry the prettiest flowers (or something like that :)). Don't wait for situations where guys can 'approach' you or not, just look for natural situations where you can hang out in groups and can get to know each other without much pressure. I met my first boyfriend in a language class for example. If you see someone you like, be friendly, smile a lot, give them your attention, laugh at their jokes. And do start paying attention to your clothes. The more you do it, the more fun it will get, and there are so many possible styles that make you look appealing without being too sexy. And did I mention don't despair? There's a long time between 23 and 30.

Calm down. You are over thinking this. Mr perfect is not going to be the first guy you go out with. I said forget about guys and become your own women. By doing that you will get confidence in yourself and us guys will see that. You are only 23 calm down, enjoy life and men will follow.
