How about he starts by reading the sidebar. Hit the gym, increase your SMV. Learn outcome independence. Talk to as many girls as you can. Practice. You will fail, frequently. Eventually the sting will wear off and you will get more comfortable.
Personally I used Tinder to work on my text message game and cold approaches to work on my in-person game. A year later, totally different story. But don't go into this thinking you're going to hit a home run at your first at-bat.

The problem is that I absolutely detest the idea of chatting up random strangers, and for most girls, a random guy hitting on them is just going to be another annoyance in their day anyway.

I have numerous male acquaintances, IE guys I play sports with or do class projects with, but I wouldn't consider any of them to be a 'friend'.
Then upgrade them. Organize a nights out, a bbq, go to the gym together. Whatever. Hell, you could even do a lan party. Transition them into people you hang out and have fun with.
Do you have a job? If you don't, go work in retail, bar, restaurant or any other public place. These are great places for talking to random strangers (after all, that's part of your job). As an added bonus, they tend to have high staff turnover, and thus offer great opportunities in terms of dating.
