There are a ton of reasons why a chick would give you her number and not respond. The main thing to focus on here is that you have improved your SMV to a point that it's now happening. If they think you are "creepy" they will just shoot you down. If they think your SMV is high enough that you aren't being deemed "creepy" they will give you the # to be nice (in the very least) because they aren't offended that you asked. I'd say even at the times when my SMV was highest (right out of college with a good job) I'd still be like 50/50 on responses, sometimes they just hamster out some reason for not wanting to respond. I wouldn't take it personally just realize it's all a numbers game, I'd say on average I get rejected 75% of the time but that still means you can get with 25 girls for every 75 rejections.

Only take solid #s. Get solid #s by foreshadowing or agreeing to a date idea during the convo. First text same night. After that there are no real rules like "3 days".

It's a numbers game, Grasshopper. Even if they are not into you, it's easier and less scary to just give up a number than reject you actively and face-to-face. Instead they can passively reject you by ignoring the number.

Don't take it personally - they just weren't into you.

It's really not about the phone #. Make a connection that's solid and you can leave with plans already made or have the feeling that hanging out again soon is not only possible but inevitable. The # is just a way to facilitate logistics. It's not about the #.
