I am having trouble with my daygame and would appreciate some feedback and advice.

I'm not from USA, and people in Eastern Europe aren't as open and friendly as in the west.

So here how my approach went.

This girl in a coffeshop, sitting with her girl friend. Probably 22 y o..
While I was eating a desert with my tea, I caught her looking at me couple of times. As soon as she saw me noticing her, she looked away. (Can this be considered IOI?)

Right when I finished eating and got up to leave, her friend left (I thought for bathroom).

Despite of not knowing what to say I appoached anyway.

She was staring into her phone. - Hey - Hey (giving me very much bitchy "what ya want stare) - what's your name? - Kate. I am just in a dialogue here (points to her phone) - i am also starting up a dialogue here - yaaa, but my friend is just coming back (To describe her vibe: tired celebrity vibe.)

And here her friend comes back, apparently she went to grab a glass of water, so it was fast.

Here I thought about saying "lets continue this dialogue some other time" but I felt it was a failed approach and didn't do it. Her friend goes

-whats going on? - nothing, just wanted to steal your friend for a second from you - no you cant (smiling. She was actually nice) - alright girls, have a great evening - thaanks you too (both)

I would really appreciate your feedback. What I think my issues are:

A) I approach without knowing what to say and where to guide the conversation. How do I improve this? B) When the girl isn't as responsive/open right away as I expect her to be, I panic. Unfortunately in Eastern Europe, most of people are like this. Its not in our culture to talk to strangers and we are taught from childhood to avoid strangers.
